Invitation for Prequalification

By Resolution No. 99-8 and Resolution No. IDA 99-5 (the TFET resolution), a Trust Fund for East Timor (TFET) was established by the International Bank for Reconstruction (IBRD) and the International Development Association (IDA) in order to finance an emergency reconstruction and recovery programme in East Timor. The United Nations Transitional Administration in East Timor (UNTAET) has received a grant (Grant 8181 - ETM (TF)) from the Trust Fund for East Timor which it intends to apply eligible payments under the contract for which this invitation for Prequalification is issued.

The Asian Development Bank (ADB) will act as implementing agency for Grant 8181- ETM (TF) and UNTAET will act as the executing agency.

The objective of this prequalification exercise is to establish a list of eligible bidders who maybe invited to bid for contracts under this project as and when these are designed and documented. Major components of the works will be:

It is anticipated that bids will be invited on a progressive basis as and when required centered in the following administrative areas:

Area 1 Dili (Manatuto, Liquicia and Emera)
Area 2 Bacau (Viqueque and Lospalos)
Area 3 Same (Alieu and Ainaro)
Area 4 Maliana (Suai)

Prequalification is open to firms and voluntary formed joint ventures from eligible members countries of ADB, the World Bank and from countries contributing to the TFET. Domestic contractors may apply for prequalification independently or in joint venture with international contractors.

on submission of a written application and upon payment of a non-refundable fee of US$50. In which case, UNTAET will promptly dispatch the documents on receipt of the fee, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed to the applicant.

The prequalification documents must be completed and delivered either by hand or by registered mail to

Applicants will be prequalified in Categories taking into account experience, financial capacity, and technical capability, including equipment and staff to be made available for the contracts. These categories will be as follows:

A For contracts to a maximum value of US$1,000,000
B For contracts to a maximum value of US$200,000
C For contracts to a maximum value of US$50,000.

UNTAET reserves the right to (i) amend the scope and value of the contracts to be bid, in which event the contract will be bid only among those prequalified bidders that meet the requirements of the contract as amended; (ii) reject or accept any application, and (iii) cancel the prequalification process and reject all applications.

Applicants will be advised in due course of the results of their applications. Only firms and joint ventured prequalified under this procedure will be invited to bid.
