ITPT regrets that the publication of the Telecommunications Policy Paper and the Information Memorandum have not yet been published. Both documents will shortly be available on this website.
Call for Expression of Interest
The East Timor Transitional Administration (ETTA) invites Interested Companies to register their interest in building, operating and transfer of a complete telecommunication system in the territory of East Timor. Bidding for all, or part, of these services is envisaged. The telecommunications system would consist of the following:
- Cellular Mobile Network
- Transmission Network
- Switching Platform
- International Gateway
- Customer Access Network
- Customer Premises Equipment
In addition, the following support services will be an integral part of the above:
- Centralized Operations and Maintenance
- Operator Assistance
- Centralized Billing
- Training
ETTA will make available the following assets and Interested Companies may choose to use them:
- Copper and fiber optic cables, underground and aerial (estimated replacement value of US$10 million)
- Digital electronic switch in Dili
- Twenty-three steel towers located throughout the territory (estimated replacement value of US$35 million)
- Real estate and/or equipment
The National Telecommunications Policy paper will be made available prior to the issuance of the Request for Proposal. Interested Companies are advised to visit the official website of ETTA at www.gov.east-timor.org and consult ETTA Regulation No. 2000/10 "On Public Procurement for Civil Administration in East Timor" (http://www.un.org/depts/dpko).
